Premierminister Hashim Thaçi, der von der Bundesregierung hofiert wird, in Verbrechen gegen die Menschlichkeit sowie die am 9.06.2011 im Deutschen Bundestag gehaltene Plenarrede ?KFOR beenden - Bundeswehr raus aus dem Kosovo".

ZDFzoom Blutige Geschäfte Auf den Spuren des Organhandels im Kosovo
Zwölf Jahre nach dem Ende des Kosovokrieges verdichtet sich ein fürchterlicher Verdacht. Im Sommer 1999 könnte ein unglaubliches Kriegsverbrechen statt gefunden haben, das bis heute nicht aufgeklärt wurde.

Der Sonderberichterstatter des Europarats, Dick Marty, wirft der Befreiungsarmee des Kosovo, der UCK vor, damals Hunderte serbischer Zivilisten entführt zu haben, um sie zu töten und ihre Organe zu verkaufen.

Spurensuche ins Kosovo
Die Zoom-Reporter begeben sich auf eine Spurensuche ins Kosovo und nach Albanien. Sie treffen Menschen, deren Angehörige vor Jahren verschwanden. Sie finden Dokumente und Zeugen, die die Verschleppung der Zivilisten nach Albanien bestätigen. Die Reporter entdecken ehemalige Geheimgefängnisse und provisorische Kliniken, in denen die tödlichen Organentnahmem abgelaufen sein sollen. Die Organe wurden laut Zeugenaussagen nach Istanbul transportiert.

Die Vereinten Nationen stoppten vor Jahren die Untersuchungen in diesem Fall. Die bis dahin gesammelten Beweismittel wurden vernichtet. Jetzt hat die Justizverwaltung für den Kosovo (EULEX) die Ermittlungen zum Organhandel wieder aufgenommen.

Sechsstellige Euro-Beträge
Die Fahnder stießen dabei auch auf einen aktuellen Fall: Im Jahr 2008 fanden mehrere Dutzend illegale Organtransplantationen in einer Klinik in Pristina statt, der Hauptstadt des Kosovo. In der von einem deutschen Urologen finanzierten "Medicus"-Klinik verpflanzten Ärzte aus dem Kosovo und der Türkei die Nieren mittelloser "Spender" aus Osteuropa. Die Organempfänger zahlten sechsstellige Euro-Beträge für die verbotenen Operationen.

Experten wie Professor Nancy Scheper-Hughes von der Universität Berkeley halten es für möglich, dass ein internationaler Organhändlerring vom Kosovo-Krieg bis heute den Handel mit menschlichen Nieren in der Balkanregion betreibt.

Der Leiter des Militär Krankenhauses Tirana damals, weil ein Stockwerk, komplett der UCK übergeben wurde und wo niemand Zutritt hatte, noch Kontrolle, was dort geschah! Shaip Muja, ist der Verantwortliche auch für die Kindes Entführungen 1998-2001 vor allem in Tirana, Tödung und Organ Entnahme, Vor diesen primitiven Mord Kanaillen, mussten auch Deutsche Polizei (MAPE), die Flüchtlings Camps in Tirana und Kukes schützen, damit keine Kinder verschwinden zur Tödung und Organ Entnahme (unten, voröffentlicht sogar im Kosovo), wie ein neuer UN secret Report ebenfalls festhält. Die Kindes Entführer und Verbrecher Gestalten der UCK, lungerten damals vor allem auch im Rogner Hotel herum, wo dann oft die US Botschafterin Mariso Lino auftauchte. Über Thaçi kann sich Berlin nicht im Unklaren sein. Bereits im Jahr 2005 wurden Auszüge aus einem Bericht des Bundesnachrichtendienstes bekannt, in dem es hieß, über "Key-Player" wie ihn bestünden "engste Verflechtungen zwischen Politik, Wirtschaft und international operierenden OK-Strukturen im Kosovo". Die "dahinter stehenden Netzwerke" hätten keinerlei "Interesse am Aufbau einer funktionierenden staatlichen Ordnung, durch die ihre florierenden Geschäfte beeinträchtigt werden können."[5] Zwei Jahre später bestätigte eine im Auftrag der Bundeswehr verfasste Analyse diesen Befund.[6] Dass ein "Key-Player", dessen "Netzwerken" kein "Interesse am Aufbau einer funktionierenden staatlichen Ordnung" nachgesagt wird, auch im Amt des Premierministers von der Bundesrepublik Deutschland unterstützt wird, entbehrt nicht eines gewissen Zynismus: Schließlich gehört Berlin zu den tonangebenden Mächten unter den westlichen Besatzern des Kosovo, die vorgeben, dort staatliche Strukturen aufbauen zu wollen. Zuletzt hat die Bundesregierung dem Kosovo vor zwei Jahren umfangreichere Hilfe versprochen; zugesagt wurden 100 Millionen Euro. Der Nutzen der Finanztransfers bleibt im Dunkel: Die Arbeitslosigkeit im Kosovo ist mit offiziell 45 Prozent die höchste in ganz Europa, fast zwei Fünftel der Bevölkerung leben laut Angaben der Weltbank bis heute in Armut. Selbst das Bundesentwicklungsministerium gibt an, im Kosovo sei "wirtschaftlicher Aufschwung (...) noch nicht zu verzeichnen".[7]

public view by screens and image distortion, just as it was when he
testified against Slobodan Milosevic in July 2002 ? told judges on
Thursday that clashes between the fledgling KLA and Serbian forces began
well before the Lapusnik camp is alleged to have opened, and intensified
through the course of 1998.

He also said the KLA regularly kidnapped ethnic Serbs in an effort
to terrorise the population, and attacked Albanians it suspected of
collaboration.
But while he spoke of training programmes, supply routes and
regional headquarters, he expressed some scepticism about the extent to
which the KLA had an organised command structure at the time.
Crosland?s testimony was largely made up of comments on a series of
?diplomatic telegrams? presented to him by the prosecution. The bulk of
these documents are still under seal, and two legal advisors of the
British government were present in the courtroom throughout his
testimony to ensure this measure was respected.
With reference to the events described in these reports, Crosland
told judges that even as early as March and April 1998, clashes between
Serbian forces and ethnic Albanian rebels in the Drenica Valley ? a KLA
heartland - were spreading to the area around the border with Albania,
where the KLA was bringing in munitions and men along traditional
smuggling routes.
According to the diplomatic reports, by the second half of April,
western journalists were saying that the KLA virtually controlled areas
just over the border in Albania.
There were also indications that the KLA was operating training
camps in the Albanian towns of Tropoja, Bajram Curri and Kukes.

One diplomatic report presented by the prosecution noted that
kidnappings of Serbs had reached such a point that Serbs were beginning
to avoid travel around Kosovo.
?In October we estimated something like 200 Serbs were missing,
presumed having been kidnapped by Albanian elements,? Crosland told the

The witness also discussed media reports that the KLA had carried
out grenade attacks on businesses and restaurants in Pec belonging to
Albanians who were suspected of collaborating with the Serbs.
?These attacks? were similar to what went on throughout this
campaign, where Albanians who were seen to be siding with the Serb
administration were taken out and their businesses either bombed and
they themselves murdered,? Crosland told judges.

Renate Flottau schrieb einmal das 1.500 Kosovaren, wegen angeblicher Kollaberation ermordet wurde. Selbst Lord Roberston bestätigte 2010, das die meisten Toden im Kosovo, von der UCK - KLA ermordet wurden.

Das wird veertuscht ohne Ende bis heute, obwohl Alles 1998 bestens bekannt war, das Leute entführt wurden, wobei der Zwecke die alte CIA Methode war, einen Gegenreaktion des Staates und der Sicherheits Kräfte herauf zufordern.

13 years since massacre of Serbs and Roma in Kosovo

BELGRADE -- Today marks 13 years since members of the so-called Kosovo Liberation Army (KLA) committed a massacre targeting Serbs and Romas in Orahovac, western Kosovo.

The terrorist activities of ethnic Albanians in Kosovo took place a year before NATO launched its 1999 bombing campaign against Serbia, and resulted in more than 100 people taken to prison camps and 47 killed.

The commemoration will be held in Belgrade, where most of the victims are buried.

The victims' families and friends and members of the association of the families of Kosovo's kidnapped and missing will attend the event.

The first victim was Jugoslav Kostic from the village of Retimlje, who was kidnapped on July 11, 1998.

The Prosecutor's Office of the International Criminal Tribunal for the former Yugoslavia investigated the Orahovac case, but raised no indictments, same as the international court operating within the UN Mission in Kosovo.

The EU Mission in Kosovo started its own investigation in September 2010, resulting in the arrest of two Kosovo Albanians from the village of Opteru?a this spring. The trial is under way.

The two, however, stand accused of merely forcing Serbs out of Retimlje and Opteru?a. There have been no indictments for murders, imprisonment and torture.

Ethnic Albanian Sinan Morina was tried before a Serbian court, but he was released due to a lack of evidence.

Wie UCK Kommandanten aus dem Hause Rugova (FARK) dann im September berichteten in 1998, weigerte man sich an diesen Verbrechen teilzunehmen, von feigen Terror und Mord Aktionen, wofür Ramuz und der Pyschopat Daut Haradinaj vor allem bekannt war. Darauf wurden vor allem diese UCK Kommandanten ebenso liquidiertert in Tirana und Durres vor allem.

Die Hartliner, Berufs Mörder und Terroristen übernahmen das Kommando aus uralten Verbrecher Clans, wie rund um Daut Kathrinoysky, Drobrosi, Bukoshi, Ekrem Lluka, Kelmendi Clan usw.

Der Journalist Altin Raxhimi, war persönlich in Kukes und schrieb lange Artikel, mit vielen Fakten rund um die Geheim Gefängnisse in Albanien und dem Organ Handel.

Er wurde massiv bedroht und musste nach Kanada fliehen. (der Autor, hier besitzt seine email Adresse, weil Altin Raxhimi, damals Kontakt mit ihm aufnahm)

KUKËS - Në një kompleks industrial të rrënuar, me xhama të thyer dhe suva të rrjepur, pulat sorollaten për të gjetur ushqim dhe dy kamionë qëndrojnë në mes të oborrit të rrethuar me depo të ndryshkura dhe një ndërtesë dykatëshe gati të shkatërruar. Në mes të këtij kompleksi është një ndërtesë njëkatëshe, që dikur ka shërbyer si zyrë e një fabrike që ka prodhuar gjithçka, që prej kapanxhave e deri te kafazet e ashensorëve.

Por gjatë fushatës së bombardimeve të NATO-s kundër ish-Jugosllavisë, mars-qershor 1999, ky objekt shërbente për një tjetër qëllim. Forcat guerile të Ushtrisë Çlirimtare të Kosovës, UÇK-së, e kishin zënë për ta shfrytëzuar si bazë mbështetëse për operacionet e tyre në Kosovë. Fabrika nuk ishte thjesht bazë për guerilet që luftonin kundër regjimit të Sllobodan Millosheviçit për pavarësinë e Kosovës nga Serbia.

Ajo kishte marrë edhe qëllime të tjera: Aty dhjetëra qytetarë, kryesisht shqiptarë të Kosovës, të dyshuar si bashkëpunëtorë të regjimit serb, por edhe serbë e romë, burgoseshin, rriheshin dhe torturoheshin. Disa janë vrarë dhe eshtrat nuk u janë gjetur ende. Njerëzit që thuhet t?i kenë drejtuar keqtrajtimet kanë qenë oficerë të UÇK-së.

Dëshmitarët thonë se së paku 25 njerëz kanë qenë të burgosur në Kukës. Në mesin e tyre kanë qenë edhe tri femra shqiptare nga Kosova. Në këtë kamp janë vrarë rreth 18 persona, kurse të tjerët u shpëtuan më vonë nga trupat e NATO-s. Duket se qendra në Kukës ka qenë një ndër disa qendrat sekrete të paraburgimit në Shqipëri dhe Kosovë dhe se të burgosurit janë transferuar herë pas here nga njëra qendër në tjetrën. Edhe pas ndërhyrjes të NATO-s, një kamp ka vazhduar të funksionojë në Baballoq, në Kosovë, ku janë mbajtur rreth 30 serbë dhe romë, të cilët ende nuk dihet se ku janë. Sipas katër burimeve, në kampe të tjera në Shqipëri mund të jenë mbajtur serbë të rrëmbyer në Kosovë. Emrat e disa të dyshuarve si autorë të këtyre veprave janë të njohur prej kohësh për UNMIK-un. ?Balkan Insight? ka zbuluar se njëri nga të përfshirët tani mban pozitë të lartë në sistemin gjyqësor të Kosovës.

Bislim Zyrapi, zyrtar në Ministrinë e Punëve të Brendshme të Kosovës, i cili ka qenë përgjegjës për operacionet e UÇK-së në Kukës, ka thënë për ?Balkan Insight?, se në bazën në fjalë, si dhe në rrethinën e Kukësit nuk janë vrarë civilë. Dy nga udhëheqësit kryesorë të UÇK-së, në intervista të ndara për BBC-në, po ashtu kanë hedhur poshtë të gjithë këto pohime.

Hashim Thaçi dhe Agim Çeku i kanë thënë BBC-së, se ata nuk kanë qenë në dijeni për ndonjë burg të UÇK-së, ku të burgosurit janë keqtrajtuar apo ku janë mbajtur civilë. Thaçi ka thënë se ka qenë në dijeni se ka pasur individë që e kanë keqpërdorur uniformën e UÇK-së pas luftës, por ka sqaruar se UÇK-ja është distancuar nga akte të tilla. Ai ka shtuar se keqpërdorime të tilla kanë qenë ?minimale?.

Gjeneral Çeku ka thënë se UÇK-ja ka zhvilluar ?luftë të pastër?.

Por Jose Pablo Baraybar, ish-shef i Zyrës për Personat e Zhdukur dhe Forensikën në UNMIK, thotë: ?Ka njerëz të gjallë, të cilët kanë qenë të burgosur në atë kamp në Kukës. Këta njerëz kanë parë të tjerë aty, shqiptarë dhe joshqiptarë. Pjesëtarë të udhëheqjes së UÇK-së kanë kaluar nëpër atë kamp. Shumë emra janë përmendur dhe do të thosha që ky është një fakt?. Baraybar ka ndjekur gjurmët e personave të zhdukur në Kosovë dhe përtej kufirit, në Shqipëri. Karin Limdal, zëdhënëse e EULEX-it, ka thënë për ?Balkan Insight?, se EULEX-i është në dijeni për pohimet rreth rastit të Kukësit dhe se prokurorët po i shikojnë dëshmitë për të parë nëse mund të ngritin akuza mbi to.

Ish-i burgosuri thotë se beson që më shumë se 25 persona janë mbajtur aty nga marsi deri në qershor të vitit 1999, që prej fillimit të sulmeve ajrore të NATO-s mbi ish-Jugosllavi, derisa NATO-ja hyri në Kosovë. Të burgosurit kanë qenë kryesisht nga qyteti i Prizrenit dhe fshatrat përreth. UÇK-ja i kapi ata mes turmat e kosovarëve që hynin në Kukës si refugjatë gjatë periudhës së luftimeve. Sipas të dy burimeve, së paku një prej tyre është arrestuar në Durrës apo Lushnjë.

Burimi ynë, një i burgosur, kujton një të burgosur tjetër shqiptar nga Kosova, duke u thërritur trupave në oborr nga dritaret me hekura se, nëse e vrisnin atë, ai kishte gjashtë vëllezër që do t?ia merrnin hakun. ?Çfarë do të bëni me ata?? - i kishte sfiduar ai.

Sipas të njëjtave burime dhe dokumenteve të UNMIK-ut mbi hetimet për këtë rast, menjëherë pas luftës, disa nga të mbijetuarit janë transferuar në qelitë e stacionit policor në Prizren, Kosovë.

Më 18 qershor, ata dhe të burgosur të tjerë nga UÇK-ja në Prizren u liruan nga trupat gjermane të KFOR-it, të cilët ndërhynë me forcë në ndërtesë.

Burime të njëjta vlerësojnë se 18 të burgosur mund të jenë vrarë në Kukës. Burimi që ka qenë ushtar i UÇK-së, thotë: ?E kuptoj që kanë bashkëpunuar me serbët dhe kanë shkaktuar shumë dëm. Kjo do t?i tërbonte njerëzit kur mendon për masakrat që po ndodhnin në anën tjetër të kufirit. Por ata janë trajtuar në mënyrë brutale. Nganjëherë më vinte keq për ta?.

Ish-i burgosuri me të cilin kemi biseduar ishte skeptik se ndonjë nga të burgosurit e tjerë ka bashkëpunuar në mënyrë aktive me njësitë vrastare serbe. ?Edhe nëse kanë merituar të ndëshkohen, askush nuk ka të drejtë t?ia bëjë atë (torturë) dikujt (tjetër)?, - thotë ai. ?Askush nuk ka të drejtë t?ia bëjë atë një qenieje tjetër njerëzore?.

Rrjeti i kampeve

Kukësi ka qenë vend me rëndësi strategjike për UÇK-në. Armët, uniformat, paratë dhe rekrutët e rinj kanë kaluar nëpër këto depo dhe ndërtesa. Baza ka qenë e rëndësishme edhe për policinë ushtarake të UÇK-së, e cila supozohet se ka kapur të dyshuar nga masa e civilëve që largohej apo ishte dëbuar nga forcat serbe për në Shqipëri.

Sipas disa policëve që i kemi intervistuar, një njësit i Ushtrisë Shqiptare i stacionuar në bazën e Kukësit e ka ndihmuar UÇK-në në organizimin e operacioneve të policisë ushtarake. ?Duket se Kukësi ka qenë një ndër qendrat e shumta të burgimit në Shqipëri dhe Kosovë. Të burgosurit transferoheshin nga njëra në tjetrën. Dy të burgosur ishin sjellë në Kukës nga një objekt i ngjashëm i UÇK-së afër qytetit të Burrelit, ku UÇK-ja kishte baraka për trajnim të ushtarëve gjatë dy muajve të fundit të luftës?, - thotë ish-i burgosuri.

?Na treguan se njerëzit po vriteshin atje dhe po hidheshin në gropa gëlqereje, - tha ai. - Mund të shihja çfarë po ndodhte në Burrel edhe nga gjendja në të cilën i sillnin? Ishin torturuar keq?.

Sipas dokumenteve të OKB-së, intervistave me pjesëtarë të UÇK-së dhe të burgosur, të burgosur të tjerë ishin transferuar në Kukës nga qendrat e UÇK-së nga së paku dy vende tjera, Durrësi, dhe pas luftës, nga Prizreni. UÇK-ja kishte njësi të inteligjencës dhe polici ushtarake në shumicën e bazave që mbante në Shqipëri.

Halil Katana, gazetar ushtarak nga Tirana, shkruan në biografinë e tij të autorizuar të Kudusi Lamës, komandant i divizionit të Kukësit. Kudusi Lama: Gjeneral i luftës: ?Ato njësi (të policisë ushtarake të UÇK-së) kanë luajtur një rol të rëndësishëm në vendosjen e disiplinës në grupet e UÇK-së të trajnuara në rajonin e Kukësit, si dhe në kapjen e agjentëve serbë të cilët hynin në vend, në mesin e refugjatëve nga Kosova?.

Sipas burimit tonë të tretë, pjesëtar tjetër i UÇK-së, këto njësi mbanin qeli burgu në Babinë, qendër e logjistikës aftër rajonit kufitar të Tropojës, në kampin e trajnimit në Burrel, si dhe në bazën e UÇK-së në Durrës. Bislim Zyrapi, aktualisht zyrtar në Ministrinë e Punëve të Brendshme të Kosovës, ka qenë përgjegjës për operacionet e UÇK-së në këtë bazë në Kukës, nga fillimi i majit deri në përfundimin e bombardimeve të NATO-s kundër ish-Jugosllavisë, më 10 qershor. Ai thotë se të burgosurit në burgun e Kukësit kanë qenë ushtarë me probleme disiplinore dhe se nuk ka pasur të vrarë në bazë ose jashtë saj. Por ai shton se e kishte gjetur UÇK-në të çrregullt, me ushtarë të armatosur dhe individë që bridhnin lirisht në qytet dhe vende të tjera në Shqipëri. Një ndër gjërat e para ?që duhet të bëja, ishte t?i disiplinoja?, - tha ai.

Të akuzuarit në liri

Sipas dëshmitarëve okularë, dy qytetarë shqiptarë, të përfshirë në UÇK, kanë marrë pjesë në procesin e marrjes në pyetje. Njëri, i cili përshkruhet të ketë pasur flokë të gjata të zeza, ka qenë posaçërisht brutal ndaj romëve nga Prizreni, sipas një burimi. Një burim thotë se luftëtarët e UÇK-së që ktheheshin nga luftimet në Kosovë nganjëherë zbraznin tërbimin e tyre në të burgosurit.

Tjetri thotë se të burgosurit torturoheshin, për të pranuar se kishin bashkëpunuar më forcat serbe të sigurimit shtetëror, UDBA. Hetuesit dëshironin t?i incizonin të burgosurit, duke pranuar bashkëpunimin me Serbinë. Burimet e njëjta që kanë qenë dëshmitarë të bazës në Kukës, kanë thënë se hetuesit në Kukës kanë qenë eprorë të disa njësive të UÇK-së, të cilët kanë qenë të përfshirë në kapjen e të dyshuarve si bashkëpunëtorë. Të dy burimet tona në lidhje me bazën kanë identifikuar disa oficerë të UÇK-së si të përfshirë në keqtrajtimet në Kukës. Njëri nga ta aktualisht është zyrtar i lartë në sistemin gjyqësor në Kosovë. ?Balkan Insight? nuk po i boton emrat e të dyshuarve, për të mos rrezikuar burimet tona?

Der Artikel, für den er ein Jahr lang Zeugen befragte, erschien auch in albanisch- und serbischsprachigen Medien, auch BBC Radio sendete eine halbstündige Dokumentation. Berthold Eder traf Raxhimi bei seinem Wien-Aufenthalt.

derStandard.at: Welche Reaktionen gab es auf die Veröffentlichung ihres Texts?

Altin Raxhimi: Ich habe es mir schlimmer vorgestellt. Eigentlich rechnete ich mit aggressiven Beschimpfungen, die es natürlich auch gab. Viele Leute haben mir aber auch ganz richtig gesagt, dass es bei dieser Geschichte um einen Kriminalfall geht und nicht darum, die Grausamkeiten der UCK gegen die der Serben aufzurechnen. Ich wurde allerdings auch als russischer und jugoslawischer Spion beschimpft.

Im Kosovo herrscht meines Erachtens Unzufriedenheit darüber, dass sich Leute, die sich nach dem Krieg als Anführer bezeichneten, solche Taten begangen haben. Es gibt keine politische Weiterentwicklung, um die Sicherheit steht es nicht besonders gut, und viele Leute sind der Meinung, dass einige ehemalige UCK-Kommandanten dafür verantwortlich sind.

Viele Leute dort wussten, was sich während des Krieges abgespielt hat und waren nur eher über die Tatsache erstaunt, dass eine Zeitung solche Berichte veröffentlicht als über den Inhalt selbst. In Albanien selbst wurde die Affäre kaum aufgegriffen, weil man keine schlechten Nachrichten über Albaner lesen will.

derStandard.at: Viele Berichte über Übergriffe der UCK berufen sich auf UN-Dokumente. Warum untersucht leitet Ihrer Meinung nach die UNMIK keine Untersuchung ein?

Raxhimi: Dafür könnte es drei Gründe geben: Die UNMIK hat zuwenig Personal, um allen Vorwürfen nachzugehen. Die politische Lage im Kosovo ist sehr instabil und die UNO war auf die Kooperation der ehemaligen UCK-Kämpfer, die jetzt in der Regierung sitzen, angewiesen. Drittens gibt es ein Problem mit dem Zeugenschutz im Kosovo: mindesten zwanzig Personen, die über Kriegsverbrechen aussagen wollten, wurden ermordet.

The Kosovo Liberation Army maintained a network of prisons in their bases in Albania and Kosovo during and after the conflict of 1999, eyewitnesses allege. Only now are the details of what occurred there emerging.
In a run-down industrial compound with shattered windows and peeling plaster in Kukes, Albania, chickens rummage for food and two trucks sit idle in a courtyard surrounded by rusted warehouses and a crumbling two-story supply building.

In the middle of the compound stands a cinderblock shack that was once the office of a mechanical plant that produced everything from manhole covers to elevator cages.

But, during the NATO bombing of the former Yugoslavia, from March to June 1999, this facility took on another purpose. It was occupied by a guerrilla force, the Kosovo Liberation Army, KLA, as a support base for their operations across the border in Serbian-ruled Kosovo.

But the factory was not merely the headquarters for guerrillas fighting the regime of Slobodan Milosevic to secure the independence of Kosovo from Serbia.

It assumed more sinister purposes: dozens of civilians, mainly Kosovo Albanians suspected of collaboration, but also Serbs and Roma were held captive there, beaten and tortured. Some were killed, their remains never recovered. The men who allegedly directed the abuses were officers of the KLA.

At least 25 people were imprisoned in Kukes, witnesses say. Amongst them were three Kosovo Albanian women. In the camp at least 18 people were killed, while others were later rescued by NATO troops.

It appears that Kukes housed one of a number of secret detention centres in Albania and Kosovo, and that prisoners were transferred from one facility to another.

Even after the NATO interventions, a camp was maintained in Baballoq/Babaloc in Kosovo, holding around 30 Serb and Roma prisoners, whose current whereabouts are unknown. Other camps in Albania may have held Serbs kidnapped in Kosovo after the war, according to four sources.

The names of several alleged perpetrators have been known to UNMIK for some time. One of them is still holding a high position in the Kosovo judiciary, Balkan Insight understands.

Bislim Zyrapi, an official of the Kosovo Interior Ministry, who was responsible for KLA operations in Kukes, told Balkan Insight that there were no people killed, either at the base or outside of it.

Two of the KLA?s former top leaders rejected the allegations in separate interviews with the BBC.

Kosovo?s Prime Minister, Hashim Thaci, who was then the political director of the KLA, and Agim Ceku, former Prime Minister and former chief of the KLA headquarters, told the BBC they were not aware of any KLA prisons where captives were abused or where civilians were held.

Thaci said he was aware that individuals had ?abused KLA uniforms? after the war, but said the KLA had distanced itself from such acts. He added that such abuse was ?minimal?. Ceku said that the KLA fought a ?clean war?.

However, Jose Pablo Baraybar, the chief of the Office of Missing Persons and Forensics within UNMIK for five years, says: ?There were people that are certainly alive that were in Kukes, in that camp, as prisoners. Those people saw other people there, both Albanians and non-Albanians. There were members of the KLA leadership going through that camp. Many names were mentioned, and I would say that that is an established fact.?

Baraybar tracked missing citizens in Kosovo and across the border in Albania.

Karin Limdal, spokeswoman for the EU rule of law mission in Kosovo, EULEX, told Balkan Insight that the mission is aware of the allegations concerning the Kukes case, and that prosecutors are looking at the evidence to see if they can bring indictments.

YELLOW MERCEDES OF DEATH

These grave allegations about the Kukes camp, in the north west of Albania, are based on interviews with several sources: two eyewitnesses ? one former inmate and one member of the KLA, records from a cemetery in Albania and UN documents that we have gained access to, which detail the testimonies of people ill-treated in Kukes.

Together, they paint a portrait of a brutal prison regime that is at odds with the claims of former KLA leaders, who say they adhered to international human rights conventions and never detained civilians.

The abuses in Kukes may not have been isolated events. According to former KLA fighters who talked to us, as well as independent testimony provided to UN investigators, the KLA maintained a loose network of at least six secret jails in the dozen or so bases they operated in Albania and the two they had in Kosovo during and after the 1999 war.

Those jails were used for interrogations that routinely included torture, according to sources interviewed for this story.

Most former KLA soldiers we interviewed are proud of their war with the Serbian forces, whose bloody actions forced the mass flight of hundreds of thousands of Kosovo Albanians from their homes in 1999.

But some said they felt shamed by what some KLA commanders and leaders had done under the cover of war.

?It didn?t seem strange at the time,? one former KLA soldier, who witnessed the events, said. ?But now, looking back, I know that some of the things that were done to innocent civilians were wrong. But the people who did those things act as if nothing happened, and continue to hurt their own people, Albanians.?

Another eyewitness, a Kosovo Albanian, says he was held at the KLA base in Kukes on the pretext of being a Serbian spy, an allegation he vehemently denies.

This man, who did not wish to be named, described witnessing KLA soldiers abusing and torturing prisoners at the base for weeks, often under the supervision of KLA officers.

?I saw people being beaten, stabbed, hit with batons,? he said. ?I saw people left without food for five or six days. I saw coffins being thrown in graves. I?ve seen people killed.?

This man claimed most of the captives held at Kukes were non-combatant civilians, mainly Albanians accused of working for the regime, and some Roma. There were also some KLA soldiers, imprisoned for disciplinary measures.

According to both sources, three prisoners were Kosovo Albanian women. Two were Roma from Prizren. The rest were young Kosovo Albanian males, aged between 20 and 27, all accused of collaborating with Serbian forces. The inmate said he also heard shouts in Serbian from prisoners who were being tortured a short distance away from the compound.

The inmate said that he heard ?people crying and yelling at being tortured, and I could specifically distinguish native Serbian being spoken there.?

He said some Kosovo Albanian prisoners were shot or beaten to death on the base, while others were driven off in a yellow Mercedes. One Kosovo Albanian prisoner died in front of him and five other inmates, after being shot in the calf by his interrogators and then left untreated.

The records of the cemetery in Kukes shed light on the man who died after being shot in the calf.

According to cemetery records, he was buried on June 6th 1999, four days before Serbian forces pulled out of Kosovo, in a plot reserved for Kosovo Albanians who died in Albania during the conflict ,.

?Every time I saw the yellow Mercedes, someone was taken in that car and then I would never see that person again,? he said. ?They were never found.?

The same former inmate said he believed the people had been taken captive for various reasons, which included revenge and greed, as well as allegations that they were Serbian spies.

One prisoner had worked as a policeman in the western town of Gjakova/Djakovica under the Milosevic regime. He was taken away in the yellow Mercedes and has not been seen since.

Another had been a teacher, whose apparent offence was to have a license to carry a gun issued by the Serbian authorities.

The inmate said he believed that more than 25 people were held there from March to June 1999, from the start of the NATO bombing of the former Yugoslavia until NATO forces moved into Kosovo.

The inmates were mostly from the city of Prizren and surrounding villages. The KLA had apprehended them after waves of Kosovars entered Kukes during the NATO bombing. At least one was arrested as far away as Durres, or Lushnja, in central Albania, according to both sources.

Our source, who was an inmate, recalls another inmate, a Kosovo Albanian, yelling from the barred windows to the troops in the yard, telling them that if they killed him, he had six brothers who would avenge him. ?What would you do about them?? he challenged them.

According to the same two sources, and UNMIK documents from their investigation into the case, some of the survivors were transferred in the aftermath of the war to detention cells at the police station in Prizren, in Kosovo.

On June 18th, they, and other people detained by the KLA in Prizren, were released by German KFOR troops, who stormed the building.

The same sources estimated that as many as 18 captives may have been killed in Kukes.
The source who was a member of the KLA said: ?I understand that they had cooperated with the Serbs and had done a lot of harm. This would make people mad when one thinks of the massacres happening across the border. But their treatment was brutal. At times, I was sorry for them.?

The former inmate we spoke to was sceptical about whether any of the captives had actively collaborated with Serbian death squads.

?But even if they deserved punishment, no-one had the right to do that [torture] to someone [else],? he said. ?No-one has the right to do such things to other human beings.?


A NETWORK OF CAMPS

Kukes was an important strategic location for the KLA. Weapons, uniforms, cash and fresh recruits all flowed through the warehouses and storage buildings at the site.

The base was also important for the KLA military police, which reportedly rounded up suspects from among the mass of civilians who fled to Albania, or were expelled by Serbian forces.

A unit of the Albanian army, stationed at the base in Kukes, assisted the KLA to set up its military police operations, according to several policemen we interviewed.

It appears that Kukes was one of many detention centres in Albania and Kosovo, and prisoners would be transferred from one to another.

Two captives were brought to Kukes from a similar KLA facility near the town of Burrel, where the KLA ran a barracks for training soldiers during the last two months of the war, said the former inmate.

?They told us about people being killed there, people put into lime pits there,? he said. ?I could also see what was going on in Burrel from the state [in which] they were brought in... They?d been tortured badly.?

According to the UN documents, the interviews with KLA members and the inmate, other captives were transferred to Kukes from KLA facilities in at least two other places - Durres, and after the war, Prizren in Kosovo itself.

The KLA had intelligence units and military police in most bases they maintained in Albania.

Halil Katana, a military journalist from Tirana, in his authorised biography of Kudusi Lama, the commander of the Kukes division, ?Kudusi Lama: War General?, writes: ?Those units [of the KLA military police] played an important role in establishing the discipline in KLA groups trained in the Kukes area, and in seizing Serb agents who entered the country amongst refugees from Kosovo.?

These units maintained detainment cells in Babine, a logistics centre near the border region of Tropoja; in the training camp of Burrel and at a KLA base in Durres, according to our third source, another member of the KLA.

Bislim Zyrapi, currently an official at the Interior Ministry of Kosovo, was responsible for the KLA operations at the base in Kukes from early May to the end of the NATO bombing of the former Yugoslavia on June 10th.

He says that the people detained at the jail in Kukes were soldiers with disciplinary problems, and that there were no people killed at the base, or outside of it. But he added that he found the KLA in disarray, with armed soldiers and individuals who wandered freely in town and elsewhere in Albania. ?One of the first things I had to do was to discipline them,? he said.

PERPETRATORS AT LARGE

According to eyewitnesses, two Albanian citizens involved with the KLA took part in these interrogations.

One man, described as having long black hair, was especially brutal to the Roma from Prizren, according to one source.

One source said KLA fighters coming back from fighting in Kosovo sometimes took out their rage on the inmates.

The other said the prisoners were tortured into admitting they had cooperated with the Serbian state security forces, UDBA. The interrogators wanted to record the prisoners confessing collaboration with the Serbs.

The same sources that witnessed the base in Kukes, told us that the interrogators in Kukes were KLA officers who had been involved in the capture of suspected collaborators.
Both our sources concerning the base, identified several KLA officers involved in the abuses at Kukes.

One of them is currently in a top position in the judicial system in Kosovo.

We have withheld names of the alleged perpetrators, so as not to endanger our sources.

Some men involved in the abuses at Kukes were also involved in abducting Kosovo citizens after the war, according to former KLA soldiers we interviewed.

Their targets were not Albanian ?traitors?, but Serbs or Roma who had remained in Kosovo after NATO troops entered the territory.

One Kosovo Albanian who returned to fight in Kosovo after spending many years abroad, told us he saw nearly 30 Serbs and Roma held in a KLA camp in Baballoq/Babaloc, near Decan in western Kosovo, after the war, in summer 1999.

He said he heard screams from the location and assumed the inmates were being tortured. When NATO patrols passed through the area, the prisoners were hidden in a workhouse, the same source added.

This former KLA fighter said he suspects the group was taken over the border to Albania and killed. ?I never saw them again, never read anything about them in the newspaper,? he said. ?So they probably disappeared into the mountains.?

Story:
Carole und ihre Kollegen sind Ärzte im Kosovo. Nur noch einen Tag und dann wollen sie mit dem Auto zurück nach Hause, nach Frankreich und das Leben im Kosovo hinter sich lassen.
Als die Straße aber durch Soldaten gesperrt wird, wollen sie nicht unnötig lange warten und nehmen eine Abkürzung, in der Hoffnung, dass sie durch einen kleinen Umweg wieder auf der Hauptstraße landen. Nachdem sie den Weg endlich gefunden haben, werden sie von Einheimischen gefangen genommen und verschleppt. Als sie zu sich kommen, finden sie sich in einem Käfig in einem Kellergewölbe wieder. Und keiner weiß, was als nächstes passieren wird.

Naja, ist halt so.

Caged ist ein spannender Film, der aber keine neuen Akzente setzt. Seine Schwächen überwiegen stellenweise. Schlecht ist der Film aber nicht, aber auch kein Meilenstein.
Ich denke mal zuhause auf DVD mit Freunden netter Film, wobei...ohne Freunde funktioneirt er wohl besser, da er kein Partyfilm ist.
Schauspielerisch ist es eine solide Leistung, sogar bis sehr gut. Allen voran die Opfer. Die Täter wirken arschig. Gut so, aber GLaubwürdigkeit sieht anders aus. Dafür wirkten sie dann doch zu handzahm.

Yusuf Sonmez and Moshe Harel are accused of "traf- ficking in persons, organized crime and unlawful exercise of medical activity" EULEX states. Der «Guardian»-Report nennt zwei unabhängige Quellen, welche die Fälle über Sonmez miteinander in Verbindung bringen. Das Blatt beruft sich auf «hochrangige Leute mit Zugang zur kosovarischen Regierung». In dem Bericht fällt auch der Name Shaip Muja. Dessen Rolle im angeblichen Organhandel von 1999 wird vom Marty-Bericht ebenfalls beleuchtet. Die britische Zeitung schreibt in dem Fall von einer weiteren «Quelle mit Verbindung zum US-Geheimdienst in Washington». Demnach wird wieder Sonmez? Rolle bei der Koppelung des Medicus-Falls und den Aktivitäten der UCK in den Jahren 1999 und 2000 als zentral beschrieben. Auch diese Quelle soll den Namen Muja nennen. Allerdings wird nicht klar, welche Rolle dieser Mann gespielt haben soll.

Medicus Case Suspects Plead Not Guilty

Four Kosovo doctors and an economist, implicated in an alleged organ trafficking ring, have pleaded not guilty at the beginning of the Medicus trial.

The case began yesterday and charged seven defendants with one or more counts of trafficking in persons, organised crime, unlawful exercise of medical activity and abusing official position or authority.

Urologist Lufti Dervishi, accused with being the ring-leader of the alleged activities, called on the District Court of Pristina to allow him to re-open his Medicus clinic in Pristina during his first appearance.

His lawyer, Linn Slattengren said: ?The electricity bill is ?5,300. My client is not able to pay for the electricity he spent. Therefore we request that the Medicus Clinic is granted permission to re-open.?

Der Europäischen Rechtsstaatlichkeitsmission im Kosovo (EULEX) gelingt es offenbar nicht, die mafiösen Strukturen des Landes zu brechen. Betroffene und Experten sehen den Hauptgrund in dem mangelhaften Zeugenschutzprogramm der Mission.


Jüngstes Beispiel für die EULEX-Misere ist der Tod von Agim Zogaj. Der wichtige Zeuge in einem Kriegsverbrecherprozess erhängte sich am 27.September dieses Jahres im Duisburger Stadtteil Homberg.

Vor dem Freitod hatte es bereits Mordanschläge mit einer Autobombe und einer Schusswaffe gegen den früheren Angehörigen der Kosovo-Miliz UCK gegeben. Der Zeuge überlebte drei Attentate. Offenbar sollte Zogaj daran gehindert werden, gegen seinen früheren Kommandeur Fatmir Limaj auszusagen. Der soll in einem Gefangenenlager in Klecka (Kosovo) während des Kosovo-Krieges in den Jahren 1998/99 Häftlinge gefoltert und ermordet haben.

Laxer Zeugenschutz trotz Warnzeichen

Heute ist Limaj ein einflussreicher Politiker der Regierungspartei PDK. Zogaj war ein geschützter Zeuge der EULEX. Doch er lebte ein Dreivierteljahr unter seinem Klarnamen in der Wohnung seines Bruders in Duisburg. Wenige Stunden vor seinem Selbstmord habe er seinem Bruder Afrim gesagt, er habe Angst, dass EULEX ihn nach der Aussage fallenlasse und "wie einen Müllsack" wegwerfe.

Afrim Zogaj erhebt schwere Vorwürfe gegen das Zeugenschutzprogramm. EULEX habe dem Zeugen eine sichere Wohnung verweigert und ihn nur unzureichend betreut: "Die EULEX-Leute kamen nur einmal alle zwei Monate hierher", so Zogaj. Sie hätten nur englisch mit ihm sprechen können, er konnte nur albanisch. "Ich verstehe nicht, was das für eine Zeugenbetreuung gewesen sein soll."

Einschüchterung und Mord

EULEX-Sprecher Hanns-Christian Klasing verteidigt das Zeugenschutzprogramm: "Sie können auch Zeugen, die im Zeugenschutz sind, nicht 24 Stunden lang ununterbrochen bewachen." Das sei praktisch schlecht durchführbar.


Obwohl die Europäische Union große Teile der Polizei und Justiz im Kosovo stellt, werden Zeugen immer wieder eingeschüchtert. In einem ersten Prozess wurde der frühere UCK-Kommandeur und Premierminister Haradinaj vom Gericht in Den Haag 2008 freigesprochen, da von ursprünglich zehn Zeugen des Kriegsverbrechertribunals, die gegen Haradinaj aussagen sollten, nur noch einer lebte. Das Verfahren wurde inzwischen wieder aufgenommen, seit August 2011 wird wieder gegen Haradinaj verhandelt.

"Kultur des Schweigens"

Die Münchner Osteuropa-Expertin Professor Marie-Janine Calic spricht von einer "Kultur der Straflosigkeit und des Schweigens" im Kosovo. "Es gibt massive Einschüchterungen, Übergriffe und natürlich auch Anschläge auf Zeugen, die überhaupt bereit wären, in solchen schwerwiegenden Fällen auszusagen."


Eine aktuelle Studie des Europarates(Externer Link - Öffnet in neuem Fenster) belegt, dass Zeugen, denen Anonymität zugesichert worden war, identifiziert und angegriffen wurden. So heißt es: "Auf dem Marktplatz in Xerxe/Zerze wurde am 10. Oktober 2005 ein Zeuge ermordet, ein weiterer anonymer Zeuge schwer verletzt, nachdem sie sich bereit erklärt hatten, in einem Kriegsverbrecherprozess auszusagen. Der volle Name und weitere Details zu dem anonymen Zeugen waren in einer Lokalzeitung veröffentlicht worden." [Übersetzung]

Korruption und Organisierte Kriminalität

In einem vertraulichen Papier des Bundesnachrichtendienstes aus dem Jahr 2007 heißt es zusammenfassend: "Der faktisch inexistente Zeugenschutz im Kosovo bildet eine der zentralen Barrieren beim Aufziehen exponierter Prozesse gegen hochrangige kosovarische Führungskader." Die Verfasser der Expertise kommen zu dem Schluss, dass "das bisherige Zeugenschutzprogramm zu Teilen an Sabotage grenzende Fehlplanungen aufweist."

Seit Ende des Kosovo-Krieges versuchen Vereinte Nationen und Europäische Union, die frühere jugoslawische Teilrepublik Kosovo in einen demokratischen Rechtsstaat zu verwandeln. Die EU gab allein zwischen Oktober 2010 und Oktober 2011 165 Millionen Euro für die Rechtsstaatlichkeitsmission aus. EULEX beschäftigt nach eigenen Angaben rund 1700 internationale Mitarbeiter und 1200 Kosovaren in Justiz, Polizei und Zoll. Hinzu kommt die Schutztruppe KFOR.

Doch die Führung der früheren Kosovo-Miliz UCK, kritisieren Experten, beherrsche heute die politischen Parteien und die Organisierte Kriminalität (OK): "Diese Strukturen konnten sich im rechtsfreien Raum breitmachen", sagt Calic, "und da wurden alle Aktivitäten entfaltet, mit denen man Geld auf illegale Art und Weise machen kann." Das betreffe vor allem den illegalen Waffenhandel, aber auch den illegalen Handel mit Menschen.......

Die Britten haben inzwischen massiv das EULEX Zeugen SChutz Programm kritisiert, wo die Britten Recht haben. Real haben gerade die Britten unglaublichen Müll abgeliefert, ja sogar den Aufbau der Polizei und Justiz sabotiert, wie vor allem ab 2008 in Albanien. Das geschah wohl durch korrupte Dummheit der hoch bezahlten Experten.

Dies geht aus der Antwort (17/8266) auf die Kleine Anfrage der Fraktion Die Linke (17/8086) hervor. Sie trete auf europäischer und bilateraler Ebene für eine ?rückhaltlose juristische Aufklärung? durch die Rechtsstaatlichkeitsmission der EU im Kosovo ein.

Wie die Regierung weiter ausführt, findet derzeit vor dem Internationalen Strafgerichtshof für das ehemalige Jugoslawien das Berufungsverfahren des ehemaligen Ministerpräsidenten und Kommandeurs der Befreiungsarmee des Kosovo (UCK), Ramush Haradinaj, und zwei weitere UCK-Kommandeure, Idriz Balaj und Lahi Brahimaj, statt. Zu laufenden Ermittlungen oder Voruntersuchungen des Strafgerichtshofs, der Übergangsverwaltungsmission der Vereinten Nationen im Kosovo (Unmik) oder der EU-Rechtsstaatsmission Eulex könne die Bundesregierung ?aus grundsätzlichen Erwägungen? nicht Stellung nehmen.
